This is a composite of 2 images. One was taken at f14 @ .3s ISO 200 Manual Exposure Mode in RAW. I zoomed in while taking the shot. The second was taken at f6.3 @ 1/15s ISO 200 Manual Exposure Mode in RAW. This was a sharp image and not zoomed. In Photoshop I layered the 2 images and blended them in layer styles. Used a rough pastel filter and added a gausian blur layer. Masked the sharp layer and brushed the masking to allow the sharp center to show through and adjusted the opacity on the blurred layer.
